Lower eyelid only from behind the eyelid. Since most light comes from above, when the bulge or bag is removed (which is due to eyelid fat) the shadow (or dark circle) goes away.

Since most light comes from above, it hits the bulges and forms a shadow below. No amount of make-up can remove a shadow. Fortunately, as can be seen in these photos, the correct amount of extra fat can be precisely removed through an incision behind the eyelid, avoiding a skin incision entirely. The appearance of the skin will remain the same.
